On 13th of June, after nearly a hundred days of being in office and after many hiccups the government finally announced November 19 as the date for holding fresh CA elections.  It is still not decided whether it will be a one day affair, but most likely it will be spread over a few days.

It is more than one year now since the last CA was disbanded and yet  no new constitution is in place.  Will it be possible to complete the constitution at least in the next one year?  It looks very doubtful now.  But why?

It is almost impossible for  the newly appointed CEC Neelkanth Uprety to conduct the CA Elections before June end this year.  For this, the reasons are many but the primary reason is the lack of sincerity and cooperation from the political parties, particularly the four major ones.

When it almost looked impossible to conduct the elections this summer, the four major political parties agreed finally to form an "interim Government" under the chairmanship of Chief Justice Khil Raj Regmi to have the elections on June 21 this year.

Prime Minister Baburam Bhattarai met President Yadav on 10 Feb 2013 and told him that since the political parties failed to forge a consensus for leading the government to conduct the elections, his party has floated the proposal to form a government under the leadership of the Chief Justice of the Supreme Court, Khil Raj Regmi.
