It is almost impossible for the newly appointed CEC Neelkanth Uprety to conduct the CA Elections before June end this year. For this, the reasons are many but the primary reason is the lack of sincerity and cooperation from the political parties, particularly the four major ones.

It looked as if the major political parties having realised the urgency of holding the CA elections before mid June, had come to an agreement to have a "non partisan" government immediately under the Chief Justice Khil Raj Regmi.

Prime Minister Baburam Bhattarai met President Yadav on 10 Feb 2013 and told him that since the political parties failed to forge a consensus for leading the government to conduct the elections, his party has floated the proposal to form a government under the leadership of the Chief Justice of the Supreme Court, Khil Raj Regmi.

Having realised the futility of issuing deadlines and making himself a laughing stock, President Yadav gave up finally, after his deadlines were ignored repeatedly by the political parties although he is still seeking a consensus from them on the future course of action!

The possibility of holding the elections in May 2013 is fast receding with the three main political parties continuing to remain inflexible and by now they have become immune to frequent deadlines being given by President Yadav.

On 22rd November, President Yadav gave an official call to the political parties to form a consensus government within seven days. He did not spell out what he would do otherwise.
